Depends on which city you're talking about. I'm currently living in Shanghai and the public transportation is great here. The subways are very easy to use. Buses are a little more complicated since not all the stops are listed out in English at the bus stops but the stops are announced in English when you're on the bus. Taxis are very cheap too when you compare the prices to Western taxi fares.

If you're talking about a more rural area of China, maybe hiring a car for the day is suitable if you plan on sight-seeing for the whole day. Otherwise, taxis are still the cheapest way to go.

A car might be nice, but if I went, I think I would rather try rickshaw....... and tip him well.
